Council of Deliberation
This Council of Deliberation is the authority for the Scottish Rite and works under the jurisdiction of The Sovereign United Supreme Council. This Council seeks to strengthen the community and believes that each man should act in civil life according to his individual judgment and should dictate his conscience.

What is a Supreme Council?
The Ancient Accepted Scottish Rite in each country is governed by a Supreme Council. There is no international governing body — each Supreme Council in each country is sovereign unto itself.
Why a Council of Deliberation?
The Council of Deliberation possesses the legislative and judicial powers under the guidance and authority of the Divine 12, which are consistent with the Policies and Procedures of this Supreme Council. The Council of Deliberation will meet to discuss rules, guidelines, and structure for future Grand Lodges with its appendant bodies seeking admission into The Sovereign United Supreme Council. It is composed of the active and honorary Grand Inspector Generals of the Supreme Council from each State or jurisdiction.
